(AP) ? They were life and death decisions made by politicians, bureaucrats and everyday people. Hurricane Irene was barreling toward the East Coast. It was big. It was scary. Flooding was certain. The choice: Flee or stay put.

Disaster experts unanimously said evacuating was the right choice and it saved lives. But these were tough nail-biting calls that are now being second-guessed.

In New York City, it was debated during a critical staff meeting in City Hall where the deadly specter of Katrina and New Orleans was raised. On Friday, Mayor Michael Bloomberg, saying he worried about deadly flooding in low-lying areas, made the first ever call for hundreds of thousands of New Yorkers to leave their homes.

New Jersey Gov. Chris Christie was trademark blunt in his order: "Get the hell off the beach."

Since Irene didn't hit most areas with the advertised fury, those decisions and others up and down the Eastern Seaboard are being reexamined. Experts in hurricanes and disaster preparations and risk analysis, though, only had praise Monday, pointing out it takes a long time to evacuate densely populated areas and the hurricane's forecasts left little room for error.

"Second-guessing is easy, making those evacuation calls is not," said George Washington University risk sciences professor George Gray, a former senior Environmental Protection Agency official in the George W. Bush administration. "Given available information, I think risk analysts would say the right choices were made."

Traditionally, larger areas and more people have to be evacuated than turns out to be necessary, said Florida State University professor Jay Baker, who has studied hurricane evacuation.

"That's just an artifact of the uncertainty," said Baker.

Meteorologists have gotten pretty good at figuring out a storm's path, but predicting its strength is a struggle. They nailed Irene's track but it weakened more than forecast as it moved north.

Irene "was a very dangerous storm," said Kathleen Tierney, director of the Natural Hazards Center at the University of Colorado, saying this storm was handled far better than 2005's Katrina. "I don't think there's any doubt that lives were saved."

Jack and Sue Holloway are probably two of those lives. The Delaware residents dithered about staying at their beach home in coastal Lewes. They decided to stay, and then changed their minds when Delaware Gov. Jack Markell urged an evacuation at a news conference.

Saturday night, strong winds from what officials believe was a tornado spun off by Irene damaged several homes in Lewes, ripping off the top of the Holloways' home, blasting apart the garage.

Along the Connecticut shore, East Haven firefighters went door-to-door to tell residents to leave. Some residents wouldn't go and needed to be rescued, fire Chief Doug Jackson said. Twenty-five beachfront homes were destroyed.

"They jeopardize themselves when they stay there. They also jeopardize my people," Jackson said. "Now I have to make rescues that should not have been necessary."

East Haven's Bill Cowles, 55, never considered leaving his home. The water rose to just below the electrical sockets on the first floor and he could see neighbors' houses crashing around him.

"When the water started coming in the front door, I knew we were in trouble," he said. Still, Cowles said he was glad he stayed because he had to chase away people who were watching the storm and taking pictures from his yard.

New Jersey's governor was certain he did the right thing.

"I want to make one thing really clear for the folks who will now say, 'Well, there wasn't abject destruction up and down the coastline, therefore we shouldn't have left,'" Christie said Sunday. "Let me tell you those types of second-guessers won't be tolerated. We saved lives."

Officials "are always going to err on the side of caution," said Susan Cutter, director of the Hazards and Vulnerability Research Institute at the University of South Carolina. Emergency officials, in general, plan for a hurricane at least one category higher than what's forecast, said Dennis Feltgen, a meteorologist and spokesman at the National Hurricane Center.

Vermont Gov. Peter Shumlin defended his state's decision not to do more extensive evacuations before the storm arrived, even though Irene ravaged Vermont in its final hours. He said it would have been impossible to predict which towns would be hardest-hit.

"What are you going to do, evacuate the entire state of Vermont?""Shumlin asked. "... You can see one community that looks like it didn't get hit at all, and two miles down the road a community that is totally devastated. And obviously there's no one that can predict which community, where, why or how."

New York's Bloomberg later explained that timing was key in his decision. He was faced with getting 370,000 people out of low-lying areas before the subway was shut down by the governor. He said, "People need time to leave, to make decisions, to plan with their family. You can't just say 'go' and have everybody go."

His deputy mayor for operations, Cas Holloway, said two factors were forcing officials' hands: more than half of the city's residents don't have cars and the evacuation zone included 7,000 people in hospitals, nursing?homes and senior citizen centers.

"We had limited time frames to move the populations we had to move," he said Monday.

While the orders came from authorities, the decision was ultimately up to individuals. Unlike Southerners, those in the Northeast aren't used to the summertime drill of hurricanes and evacuation zones.

Decades of study show that it is not unusual to get only half to two-thirds of the people to actually evacuate, Florida State's Baker said. And because of that "we've been lucky in this country not to have huge losses of life like we saw in Katrina" he said.

Some people fear that storms that seem to peter out ? like Irene ? will only make that worse. But Baker said that's not the case. In past storms ? such as in 1985, when western Florida evacuated three times and didn't get hit ? the "cry wolf" syndrome did not materialize, Baker said. The same number of people evacuated for each of those storms.

And post-storm surveys show only around 5 percent of people would change their decision.

Every year, emergency managers and elected officials come to the National Hurricane Center in Miami and learn about the complexities of hurricane forecasts. They practice scenarios much like Irene's, said retired center director Max Mayfield.

Mayfield said the many evacuation orders showed that they understood what they were taught.

"They knew they had to get people out early," Mayfield said.

Cutter said the death count from Irene, so far around three dozen, is extraordinarily low considering where it hit, the rainfall, tornadoes and the large size of the storm.

For Bloomberg, that's the real key. He said Sunday, "the bottom line is, I would make the same decisions again without hesitation."

New York Stock Exchange ready for trading Monday (AP)

The New York Stock Exchange said that it could have used its electronic exchange, the NYSE Arca in Chicago. The NYSE acquired that exchange in 2006 and offers trading through it in more than 8,000 stocks and options.

Nasdaq OMX Group Inc. spokesman Frank DeMaria said it could have handled trading through its exchange in Stockholm, Sweden, and additional centers in the U.S. Nasdaq, which is based in Lower Manhattan but conducts its opening and closing bell from a television studio in New York's Times Square, already is all electronic, so it doesn't even have a trading floor.

"If large swaths of your membership ... can't participate in your marketplace, you have to give some real serious thought to how healthy the market would be if you would open," said Eric Noll, executive vice president of transaction services at Nasdaq.

Executives from the major exchanges held a conference call Sunday afternoon with Securities and Exchange Commission officials and decided it was best to open. SEC spokesman John Nester said in an email that the exchanges' decision to open was made "in consultation with the SEC following a series of discussions throughout the weekend."

The NYSE said its building on Wall Street near the southern tip of Manhattan and the systems inside are in working order.

Investment banks that have offices downtown also said they would operate as usual Monday, even if employees had to work from home or find alternative ways to get to the office.

Goldman Sachs Group Inc. spokesman Stephen Cohen said the firm's headquarters wasn't significantly affected by the storm, and "we'll be open for business," although he declined to be more specific.

Citigroup Inc. spokeswoman Danielle Romero-Apsilos said the company's office buildings downtown were "fully functional." She added that the company was also "investigating transportation options for employees," given the uncertainty of mass transit.

Richard Adamonis, a spokesman for NYSE Euronext Inc., said Deutsche Bank, the group scheduled to ring the opening bell on Monday, would be there as scheduled.

China invests $199 billion for urban rail through 2015: report (Reuters)

BEIJING (Reuters) ? China will invest about 1.27 trillion yuan ($199 billion) to build subways and light rail lines during the current five-year plan ending in 2015 to ease traffic congestion and spur urban development, the official China Securities Journal reported on Friday.

The newspaper, without identifying sources, said local governments would finance 35 percent of the bill and the rest would come from commercial banks, China Development Bank as well as other channels.

The National Development and Reform Commission, China's powerful economic planner, will also provide low interest loans via China Development Bank, one of the country's three policy lenders, it added.

That includes new investment of 170 billion yuan in the capital city of Beijing in the years up to 2015, adding six new lines to the crowded city's underground and light rail network. ($1 = 6.390 Chinese Yuan)

Australia's Fairfax Media posts $408 million loss (AP)

SYDNEY ? Fairfax Media Ltd., publisher of hundreds of newspapers in Australia and New Zealand, Friday reported a $408 million annual loss after writing down the value of its publications amid a challenging environment for media companies.

Fairfax said its Australian dollars 391 million ($408 million) net loss for the 12 months ended June 30 reflected an AU$651 million writedown of the book value of its newspapers and other assets.

Such writedowns typically reflect that a company has had to lower its expectations of the earnings that the assets will generate. The publisher also had restructuring costs of AU$24 million.

Newspapers around the world have suffered declining readership and advertising revenue amid tough economic times and competition from the Internet.

Fairfax chief executive Greg Hywood said the company was dealing with the challenges of a "prolonged cyclical downturn" and aggressively responding to structural changes in the media sector.

He said the vast majority of the impairment and restructuring charges, which he described as "substantial," were non-cash in nature and had no impact on the operating strength or debt levels of the company.

Annual revenue fell 0.7 percent to AU$2.47 billion.

Fairfax owns more than 300 newspapers, 50 Web sites and 15 radio stations.

In Australia, it publishes The Age, The Sydney Morning Herald and The Australian Financial Review, among others. New Zealand mastheads include The Dominion Post and The Press.

Review: "Circumstance" more than just Iranian lesbian film (Reuters)

LOS ANGELES (TheWrap.com) ? While many will probably refer to "Circumstance" in shorthand as "the Iranian lesbian movie," part of what makes the film so powerful is its portrayal of modern-day Iran as a country so oppressive that you don't even have to be a lesbian to suffer there.

Sure, it's a lousy place to be a woman who loves women, but it's also not so great if you're an intellectual or a feminist or even just a fan of hip-hop.

Writer-director Maryam Keshavarz's debut feature contains echoes of "The Lives of Others" and "My Son, the Fanatic," but it stands on its own in its portrayal of everyday people trying to make the best of their circumstances in a restrictive society.

Atafeh (Nikohl Boosheri) and Shireen (Sarah Kazemy) are best friends -- wealthy Ati lives in privilege (her father is a noted musician and her mother a Berkeley-educated surgeon), while Shireen has been raised by her grandfather after her parents, both academics, were killed by the government.

They can't leave the house without headscarves, or drive a car, or even swim in the ocean publicly, but like teenage girls everywhere, they've figured out a way to misbehave -- the pair take us on a tour of underground Teheran, where afternoon discotheques (complete with drugs) flourish in apartments and barbershops hide secret stores full of contraband CDs and DVDs.

(A visiting American-born Iranian wants to dub "Milk" into Farsi as a tool of revolution; his friend agrees only on the condition that they bootleg it on the same disc as a dubbed "Sex and the City" movie.)

Ati and Shireen's lives of down-low recklessness become imperiled by the return of Ati's brother Mehran (Reza Sixo Safai) -- a failed musician-turned-addict, he trades one drug for another, namely religious fanaticism. Mehran joins the Morality Police, a volunteer group of thugs who enforce the nation's draconian cultural laws, and he soon begins spying on his family. Even more frightening, we see how Mehran and Ati's progressive parents slowly fall under the sway of their son's religious zeal.

During all this, Ati and Shireen discover that they love each other, and they make big plans about running away to Dubai to live openly. (Not that Dubai is all that far ahead of Iran when it comes to issues of homosexuality, but that's another story.) The privileged Ati can bribe her way out of the country, the film suggests, but things may not be so easy for Shireen.

Shot undercover in Beirut, "Circumstance" allows a glimpse into the iconoclastic and dissatisfied youth who have played such a huge role in this year's "Arab Spring" and in the current uprisings in Libya and Syria.

And it's the kind of movie to show to your parents or anyone else who gets swayed by a presidential candidate who says that he (or she) wants to run the United States based on "Biblical principles."

Those of us living in the Western world get a little coddled about what theocracy really looks like, and it's a good thing to get a reminder every so often.

While shooting in what must have been challenging circumstances, Keshavarz still manages to get sterling performances from a Farsi-speaking cast containing many newcomers. The film looks great as well, with cinematographer Brian Rigney Hubbard capturing everything from a secret rave party to a beachside jaunt to Ati's dreams of luxury in Dubai in a way that makes each feel realistic and still contextual to the whole movie.

Ultimately, "Circumstance" isn't about religion or politics -- it's about masses, huddled or otherwise, yearning to breathe free. And their stories are ones we don't hear often enough.
